Representative Barker opened the hearing on HB2715.  The Revisor provided an overview of the bill. 

Chairperson Barker recognized Representative Leah Howell as a proponent on HB2715 (Attachment 1).  She stated that HB2715 ensures that no matter who serves as Secretary of State, the legislature has provided clear law for formalized county election official training and certification. It creates a statewide comprehensive training for both county clerks and election commissioners.

Chairperson Barker recognized Clay Barker as a neutral on HB2715 (Attachment 2).  He stated that since 2004 the Secretary of State has been required by statute to provide training to county election officials.  Their office currently provides annual training, as required by statute.  Questions were asked by Chairperson Barker and Representatives Smith, Waggoner, Higher, Howe, Penn, Howell, and Eplee.   Chairperson Barker asked the conferee to provide the Committee Assistant with the number of trainings that are scheduled to be held before the 2022 election. 

Chairperson Barker noted that there was written neutral testimony from Rick Piepho, Kansas County Clerks & Election Officials Association (Attachment 3)
