Minutes for HB2681 - Committee on Federal and State Affairs

Short Title

Requiring all forfeited or seized firearms in the possession of a law enforcement agency to be disposed of in accordance with the Kansas code of criminal procedure.

Chairperson Barker opened the hearing on HB2681.  The Revisor provided an overview of the bill.  He provided the Committee with a copy of the statutes referenced in HB2681 (Attachment 1).   A question was asked by Representative Hoye.

Chairperson Barker recognized Jim Howell as a proponent of HB2681 (Attachment 2).  He stated this bill requires that seized surplus working firearms be sold by law enforcement to law-abiding citizens through FFL dealers.  Questions were asked by Representatives Clayton and Hoye.

Chairperson Barker noted that there was written proponent testimony from Travis Couture-Lovelady, National Rifle Association (Attachment 3), and Moriah Day, Kansas State Rifle Association (Attachment 4). 

Chairperson Barker noted that there was written neutral testimony from Ed Klumpp, Kansas Sheriffs Association, Kansas Association of Chiefs of Police, and Kansas Peace Officers Association (Attachment 5), but he was willing to stand for questions.  Questions were asked by Chairperson Barker and Representatives Hoye and Waggoner.

Chairperson Barker closed the hearing on HB2681.

There being no further business, Chairperson Barker adjourned the meeting at 9:27 a.m.
