Chairperson Patton opened the meeting for House Rules & Journal Committee.
The Chair recognized Representative Highberger with a question regarding the committee's responsibility being a regular process. Chairperson Patton explained the process of the House Chamber's Rules. The House begins the session by adopting temporarily the House Rules from the previous year. Then the committee meets to review, amend, adopt and pass on to the House Chambers for consideration.
Chairperson Patton opened the continued discussion for HR6004.
Chairperson Patton moved to amend HR6004 Rule 4305 (Attachment 1) - Open Meeting, seconded by Representative Owen. Motion carried. Members requesting to have their votes recorded: No: Clayton
Representative Owens moved to reverse amendment HR6004 Rule 1306 (Attachment 2) offered during the 1-18-2023 meeting and request the House Modernization Committee review the issue. Seconded by Representative Smith. Motion carried. Members requesting to have their votes recorded: No: Clayton, Highberger.
Representative Owens moved to amend HR6004 Rule 1101 (Attachment 3) - Standing Committee, Representative Humphries seconded. Motion carried. Members requesting to have their votes recorded: Yes: Highberger, Clayton.
Representative Owens moved to adopt HR6004 as further amended, seconded by Representative Humphries. Motion carried. Members requesting to have their votes recorded: No: Clayton, Highberger.
