Minutes for HB2153 - Committee on Child Welfare and Foster Care

Short Title

Authorizing the attorney general to coordinate training regarding a multidisciplinary team approach to intervention in reports involving alleged human trafficking for law enforcement agencies and requiring training on human trafficking awareness and identification for certain child welfare agencies, juvenile justice agencies, mental health professionals and school personnel.

The Chair opened the hearing on HB2153.   The Revisor gave an overview of the bill.  (Attachment 3  The Revisor stood for questions.

Proponent testimony was provided by the following:

Michelle McCormick, Director of Victim Services, Office of the Attorney General spoke in support of this bill as an effective way to begin intervention is to have a multidisciplinary response where professionals in law enforcement, child welfare, the health care field, social services and others train in a common understanding of the red flag indicators of human trafficking. (Attachment 4)

Ed Klumpp, Legislative Liaison for Kansas Association of Chiefs of Police, Kansas Sheriffs Association and the Kansas Peace Officers Association, spoke in favor of the bill as it gives support for the anti-human trafficking efforts as well as support for victims of commercial sexual exploitation of a child.   The law enforcement community supports passing this bill favorably out of committee with the condition that attention to certain language in subsection (a) mandating coordination of multidisciplinary team in certain rural areas where resources may be scarce or not nearby. (Attachment 5) 

The conferees stood for questions.  There were no neutrals or opponents present before the committee.  The hearing on HB2153 was closed by the Chair.
