The Chairman asked the Revisor to brief the Committee on the contents of HB2230. (Attachment 1) Afterward she stood for questions.

The Chairman recognized MAJ Neuhold as the proponent for this bill. (Attachment 2) According to MAJ Neuhold, Chapter 48 outlines the makeup and operations of the Militia and Defense of the State of Kansas.  She said since the initial adoption in 1901 and the last significant revision in 1988, the structure and operations of the Kansas National Guard and the other 53 National Guards in the United States have changed drastically. She said this bill would ensure that the Kansas National Guard soldiers and airmen are following statutes that are in line with Army and Air Force regulations - this includes ensuring consistency of language concerning selection, qualifications and appointment of Judge Advocates. She stood for questions. There was a balloon amendment, that according to MAJ Neuhold, was for the purposes of clarification, language cleanup and to align with federal regulations.

The Chairman asked if there were any other proponents, or opponents or neutrals.  No one came forward so Chairman Ellis closed the hearing on HB2230 and opened the hearing on HB2378.
