Chairperson Francis opened the hearing on HB2360.

Chris Waggoner, Office of Revisor of Statutes, provided an overview of the bill and addressed questions from the committee. (Attachment 10)

Representative Jo Ella Hoye, Kansas Legislature, District 17 testified as a proponent of the bill stating that with the continuing development of new distinctive license plate options it would seem appropriate to review the purpose of including the county designation on plates. She further explained that currently distinctive license plates do not have a county designation while standard plates are required to. She went on to describe an alternate bill in the Senate which would require a county designation on all license plates and whose implementation would necessitate the redesign of approximately 83 distinctive license plates already in use with an estimated cost of $20,750. by the Department of Revenue. She suggested that this legislation would provide a more economical and efficient approach to achieving consistency on license plates. (Attachment 11)

LeeAnn Phelps, Vehicle Services Manager, Division of Vehicles responded to questions.

Officer Scott Kirkpatrick, President, Kansas City, Kansas Fraternal Order of Police Lodge # 4 responded to questions.

Courtney Eiterich, Private Citizen, Lenexa, Kansas provided testimony in support of the bill stating that currently all distinctive license plates do not have a county designation which calls into question the need for having a designation on any license plate at all. (Attachment 12)

Ms. Eiterich addressed questions from the committee.

Chairperson Francis closed the hearing on HB2360.

The next meeting is scheduled on February 15, 2023.
