MINUTES OF THE SENATE COMMERCE COMMITTEE


The meeting was called to order by Chairperson Karin Brownlee at 8:30 A.M. on February 20, 2007 in Room 123-S of the Capitol.

SB 193--State debt limitations and procedures


SB 292--Employment security law contractor liability for subcontractor payments


SB 260--Prohibitions on employing or contracting with illegal aliens as part of a public contract for services


SB 314--Kansas angel investor tax credit act


SB 316--Codifying STAR bond financing separately from tax increment financing


Chairperson Brownlee announced to the Committee they would be working bills and would start with SB 193.


Senator Emler made a motion to change the language of SB 193 on Page 2, line 26 deleting “most populous” and add “contiguous”. Senator Reitz seconded. Motion carried.


Senator Jordan made a conceptual motion to include both the state general fund and off budget obligation on report. Senator Barone seconded. Motion carried.


Senator Brownlee stated that Steve Weatherford, KFDA, had contacted her and wanted to present more information on SB 193 and she would like to get his information and finalize the bill tomorrow. The Committee agreed.


Discussion followed regarding SB 193.


Senator Emler made a motion to remove all of Section (2) of SB 193 except the first line. Senator Jordan seconded. Motion carried.


Discussion followed.


Chairperson Brownlee moved the Committee’s attention to SB 292. Discussion followed.


Senator Wagle made a motion to pass SB 292 our favorably. Senator Schodorf seconded. Motion carried.


Chairperson Brownlee moved the Committee’s attention to SB 260. Discussion followed. Chairperson Brownlee stated she had amendments from the Revisors and would finalize this bill tomorrow giving staff time to prepare.


Chairperson Brownlee turned the chair over to Senator Jordan. Chairperson Jordan called the Committee’s attention to SB 314.


Senator Kelly made a motion to amend SB 314 put in place a reporting mechanism to get feedback to see if these programs are working. Senator Emler seconded. Motion carried.


Senator Brownlee made a motion to change language on Page 3, line 7, to strike “$8,000,000. (million)” and add “$4,000,000. (million)” for next tax year and $6,000,000. (million) in the following tax year”. Senator Kelly seconded.


Discussion followed.


Chairperson Jordan called for a vote. Motion carried.


Senator Brownlee made a motion to pass SB 314 out favorably as amended. Seconded by Senator Kelly. Motion carried.


Chairperson Jordan moved the Committee’s attention to the SB 316 and stated the Committee approved several amendments the last time they met on the bill. He stated there were some unresolved issues regarding the stadium.


Chairperson Jordan introduced Mike Heim from the Revisors office to explain the latest balloon for SB 316. During Mr. Heim’s explanation there were questions from the Committee.

 

Upon the conclusion of Mr. Heim’s explanation a lengthy discussion followed. 


Chairperson Jordan stated they would finish SB 316 in the morning.


Chairperson Jordan adjourned the meeting at 9:30 a.m with the next meeting scheduled for Wednesday, February 21, 2007 at 8:00 a.m. in room 123 S
