The Chairperson opened the Hearing on HB 2094.  Mr. Siebers explained that this bill would require mileage applications and fees be charged according to the International Registration Plan (IRP) and all mileage calculations comply with the rules of IRP.  It would additionally remove the current language concerning mileage calculations and fees for fleets.

Deann Williams, Manager, Commercial Motor Vehicles, Division of Vehicles said that the IRP is a Plan that includes all U.S. and Canadian jurisdictions for the collection of fees for interstate fleets.  The Plan recently changed from an estimated mileage plan to a full reciprocity plan, allowing all jurisdictions to appear on the registration credential.  Previously, if no actual miles were accrued  in a jurisdiction, the motor carrier had to estimate how many miles its vehicles would travel in that jurisdiction and pay fees accordingly.  This legislation provides full reciprocity and fees are paid on the actual miles driven during the reporting period, eliminating estimated miles.  This also puts Kansas into compliance with the Plan (Attachment 3).
