Natalie Scott gave an overview of HB2049.

Derek Schmidt, Kansas Attorney General, testified in support of HB2049 stating that providing enhanced protection for officers is an entirely appropriate opportunity for Kansas to show its respect and appreciation for those who serve and protect our communities. (Attachment1)

Attorney General Schmidt responded to questions from the Committee.

Ed Klumpp testified on behalf of the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association in support of HB2049 urging the Committee to take this step to protect those that protect us. (Attachment 2)

Mr. Klumpp responded to questions from the Committee.

Hans Asmussen on behalf of the Fraternal Order of Police, Lodge No. 5 testified in support of HB2049. Asmussen stated there were 21 ambush-style killings of Police Officers across the country in 2016. Asmussen will provide written testimony to the Committee. (Attachment 3)

Written testimony in support of HB2049 was submitted by Amanda Stanley on behalf of the League of Kansas Municipalities. (Attachment 4)

Written testimony in a neutral position of HB2049 was submitted by Jennifer Roth on behalf of the Kansas Association of Criminal Defense Lawyers. (Attachment 5)

Chairman Jennings called for final questions from the Committee and then closed the hearing.
