Bob Stonacek, NetStandard, Inc., IT services provider in Kansas City, Kansas testified in opposition to HB2023. (Attachment 1) 

Tom Robinett, Vice President of Public Policy and Advocacy, Overland Park Chamber of Commerce testified as a proponent of HB2023(Attachment 2)  

Mr. Robinett stood for questions from the Committee.

Sandy Braden, Gaches, Braden & Associates testified on behalf of Cathy Bennett, Vice President of Public Policy, Kansas City Chamber of Commerce as a proponent of HB2023. (Attachment 3)  

Eric Stafford, Vice President of Government Affairs, Kansas Chamber testified in opposition to HB2023(Attachment 4)

Responding to a question from the Committee, the conferee stated the State of Ohio offers a no income tax to business owners while taxing citizens. Mr. Stafford said he will provide information to the Committee regarding other states.  

Daniel Murray, Kansas State Director, National Federation of Independent Business testified in opposition to HB2023. (Attachment 5)

Jeff Glendening, Americans for Prosperity-Kansas testified in opposition to HB2023(Attachment 6)

Bernie Koch, Kansas Economic Progress Council testified as neutral to HB2023(Attachment 11)

Dave Trabert, Kansas Tax Policy testified as an opponent to HB2023.  (Attachment 12)

There being no other conferees, Chairman Johnson closed the hearing on HB2023.

Chairperson Johnson recognized Sam Williams, Department of   Revenue to provide detailed information on the revised fiscal note for HB2023.  (Attachment 13)   Mr. Williams requested, at the approval of Chairperson Johnson, Justin Carroll, Financial Economist, Department of Revenue to brief the Committee on the fiscal note.  Mr. Carroll stated there is a full rollback of all the business exclusions including qualified livestock and allowing net operating losses (NOLs) to be claimed again.  

Mr. Williams stood for questions from the Committee.

There being no further business, the meeting was adjourned at 5:47 pm.
