Jason Thompson gave a brief on SB 114 saying that it clarifies admissibility of certain tests for drugs or alcohol in proceedings under the revised Kansas Code for the Care of Children, so that a certificate would be sufficient under oath, rather than bringing in the individual that conducted the test.

Proponent:

Kim Parker (Attachment 6) shared support of the bill saying it is directed toward the Child in Need of Care code. She explained that this bill is an important resource saver because it allows court-ordered drug testing results to be delivered to the court in a written, certified, manner, instead of making the individual that performed the test appear in person.
