Kyle Hamilton, Assistant Revisor of Statutes, explained that the bill amends the statutes to allow children certified as foster care to receive free and reduced-price school lunches and to lower the caregiver age from 50 to 40 years (Attachment 3).

Sandra Kimmons, speaking from a neutral position of the bill, indicated the bill carries no fiscal impact on the Department for Children and Families (DCF) (Attachment 4).  She informed the committee that DCF administers the cash assistance provided under the Temporary Assistance for Needy Families program. She noted that a child referred to as a foster child is one who has been adjudicated as a "child in need of care."  Ms. Kimmons commented that the bill does not include a child who is outside the purview of the state or court-based systems.
