Staff briefed the Committee on HB2170.

Chairman Proehl recognized John M. Koelsch, Undersheriff of Lyon County.  He said the change they proposed is allowing the use of a red flasher or light on the rear of the bicycle without a required reflector as the current statute indicates.  Undersheriff Koelsch said a significant percentage of bicycle fatalities occur when cyclists are struck from behind.  He said active lighting is always the best option when operating in low light or night conditions. (Attachment 15)

There were no other proponents, no neutrals and no opponents so after all questions were answered the Chairman closed the hearing on HB2170 and called for Final Action on HB2096.

FINAL ACTION ON HB2096

Staff explained the bill to the Committee and answered questions.  Representative Francis moved to pass this bill favorably, seconded by Representative Lusker. Motion carried.

Chairman Proehl announced the next meeting would be Wednesday, February 8th and the Committee will hear HB2188 and HB2194.

There being no further business before the Committee the meeting was adjourned.
