Providing for increased penalties for right-of-way violations.

Staff briefed the Committee and answered questions.

Chairman Proehl recognized Steve Christenberry.  According to Mr. Christenberry this bill does not single out infractions only involving motorcycles that it applies to all who use the roads and highways.  Mr. Christenberry said this bill requires that anyone violating another person's right of way would be required to take driver education and face increased fines.(Attachment 1)

The next proponent was Robin Sparks.  Mrs. Sparks told the Committee that her husband had been killed on September 25, 2016, that he had been hit head-on by a truck.  She said the driver of the truck that struck her husband had crossed the center line - it appeared he had been in the process of sending a text message. (Attachment 2)

The Chairman asked if anyone else would like to speak on this bill and the following came to the podium to speak in support of HB2188:

There were no other proponents and no opponents so the Chairman closed the hearing on HB2188 and opened the hearing on HB2194.
