Chairperson Barker opened the hearing for proponent testimony on HB2173. Several of the conferees who were going to testify have released their time to Scott Beeler, Legal Counsel for the Greater Kansas Racing Alliance, so he will allow Mr. Beeler to speak longer.  Other conferees will be given four minutes to testify.

Chairperson Barker recognized Representative Larry Hibbard as a proponent (Attachment 1).

Kimberly Svaty testified on behalf of the Greater Kansas Racing Alliance as a proponent of HB2173 (Attachment 2).

Chairperson Barker recognized Dr. Art Hall who testified as a proponent of HB2173 on behalf of the Greater Kansas Racing Alliance (Attachment 3).

Jim Gartland testified on behalf of the National Greyhound Association (Attachment 4).

Scott Beeler, Legal Counsel for the Greater Kansas Racing Alliance, testified as a proponent of HB2173 (Attachment 5).

Chairperson Barker recognized Representative Adam Lusker who testified as a proponent of the bill (Attachment 6).

Chairperson Barker allowed the Committee to ask questions of the proponents.  Questions were asked by Chairperson Barker and Representatives Weber, and Ellis to Dr. Hall. Representatives Williams and Humphries had questions of Representative Hibbard.  Scott Beeler answered questions by Representatives Williams, Sawyer, Whitmer, Houser, Carpenter, and Humphries, as well as by Chairperson Barker.

Chairperson Barker asked if there were any neutrals who wanted to testify.  There were none.  Chairperson Barker asked if any other people wanted to testify on HB2173.  Jeff Wyrick stood up and testified as a proponent on the bill (Attachment 7).

Chairperson Barker noted that there was written proponent testimony from Travis Bartley, President of the Kansas Greyhound Association (Attachment 8); Bruce Dale, Abilene City Commissioner (Attachment 9); David Dennis, Sedgwick County Commissioner (Attachment 10); Dr. Duane Droge, DVM (Attachment 11); Gary Guccione, National Greyhound Association (Attachment 12); Brad Harrelson, Kansas Horse Council (Attachment 13); Jeff Longwell, Mayor of the City of Wichita (Attachment 14; Robert Morando, Dickinson County Economic Development Corp. (Attachment 15); Linda Snyder, Greenwood County Fair Association (Attachment 16); Chad Stafford, Wichita Independent Business Association (Attachment 17); Janet VanBebber, American Quarter Horse Association (Attachment 18); and Julia Ward, Greyhound Management Inc. (Attachment 19); and Carl Wood (Attachment 20).

Chairperson Barker closed the hearing on proponent testimony on HB2173.

Chairperson Barker asked if there were any requests for bill introductions.  Seeing none, he adjourned the meeting at 10:07 a.m.
