Jenna Moyer gave a quick brief on the bill saying that it establishes procedures for mandatory expungement of arrest records for people who have been arrested as result of mistaken identity.

Proponents:

Senator Haley offered his support of the bill (Attachment 3) saying that an individual that is arrested, but is not found to be the suspect should not have an arrest record.

Charles Belk said he supports (Attachment 4) the bill and shared his testimony of his false arrest because he fit the description of a bank robber, although he was found to not be the person who actually committed the crime.  He also described how he had to overcome obstacles that were put in place when he was arrested, though released, to remove the arrest for his record.

There was a brief question and answer discussion period.
