Staff explained the bill and answered questions.
The Chairman recognized Deb Wiley, Manager Vehicles Administrative Support, Dept. of Revenue, as the first proponent for SB88. (Attachment 1) Ms Wiley said in 2016 the Division changed their business process and no longer processes repossessed title applications. SB88 proposed that the Repossessed Title Fee Fund be abolished and the entity processing the repossessed title application retain the $3.00 fee.
The Chairman drew the Committee's attention to written testimony in support of SB88 from Don McNeely, President and CEO of the Kansas Automobile Dealers Association.(Attachment 2)
There were no other proponents, neutrals or opponents so the Chairman closed the hearing on SB88 and opened the hearing on SB89.
