Chairmman Waymaster opened the hearing on the bill.

Jill Wolters, Office of the Revisor of Statutes, presented the bill brief and responded to questions from committee members(Attachment 1). The bill amends the Kansas Expanded Lottery Act and the Kansas Parimutuel Racing Act  concerning racetrack gaming facilities and lottery gaming facilities.

Mark Dapp, Legislative Research Department, presented an overview of the fiscal note (Attachment 2) and responded to questions from committee members.

Representative Hibbard presented testimony as a proponent of the bill (Attachment 3).

Scott Beeler, Lathrop & Gage, LLP, presented testimony as a proponent of the bill (Attachment 4).

Kimberly Svaty, Kansas Racing Alliance, presented testimony as a proponent of the bill (Attachment 5).

Written testimony as a proponent of the bill was provided by Brad Harrelson, Kansas Horse Council (Attachment 6) and Pam Davis, Kansas Thoroughbred Association (Attachment 7).

Terry Humphrey, Humane Society Legislative Fund of Kansas, presented testimony as an opponent of the bill (Attachment 8).

Whitney Damron, Kansas Entertainment, LLC, presented testimony as an opponent of the bill (Attachment 9).

Steve Brunk, Family Policy & Alliance, presented testimony as an opponent of the bill (Attachment 10).

Kevin Fowler, Frieden, Unrein & Forbes presented testimony as an opponent of the bill (Attachment 11).
