Chairperson Estes opened the hearing on HB 2386.

Steve Jack spoke in support of HB 2386.  The purpose of the existing statute is to allow cities to create port authorities for economic development.  Leavenworth County has developed two industrial parks, one in Leavenworth and one in Tonganoxie.The change in statute would allow a port authority to sell property below the appraised value if there is a return of new jobs, capital investment or increased tax revenue (Attachment  6).

Representative Karleskint spoke briefly in support of HB 2386.  There was no written testimony.

Chairperson Estes closed the hearing on HB 2386.

The Chair called for discussion and action on HB 2409-Prohibiting state contracts with companies that are engaged in an anti-Israeli boycott.

Senator Olson made a motion to pass the bill out favorably for passage.  Senator Hilderbrand seconded the motion.  Motion passed.

Senator Olson made a motion to put HB 2409 on the Consent Calendar.  Senator Hilderbrand seconded the motion.  Motion passed.

The Chair called for discussion and action on HB 2386-Authorizing sale of property by port authority at less than appraised value.

Senator Olson made a motion to amend HB 2386 by deleting its contents and adding in the contents of SB 207.  Senator Givens seconded the motion.  Motion passed.

Senator Olson made a motion to pass HB 2386, as a substitute bill, out favorable.  Senator Givens seconded the motion.  Motion passed

Senator Rogers made a motion to amend HB 2132 by deleting the contents of that bill and adding in the contents of the original HB 2386.  Senator Olson seconded the motion.  Motion passed.

Senator Rogers made a motion to pass HB 2132 out favorable as amended.  Senator Olson seconded the motion.  Motion passed.

The Chairperson adjourned the meeting at 9:55 am.  The next meeting is on May 5, 2017, at 9:00 am
