Natalie Scott gave an overview of HB2453. The Committee had questions and comments.

Megan Milner testified on behalf of Secretary Joe Norwood with the Kansas Department of Corrections in support of HB2453 sets a maximum of $100 as the fee that may be assessed for application to participate in any juvenile Immediate Intervention Program (IIP). (Attachment 1)

Stuart Little testified on behalf of the Kansas Community Corrections Association in support of HB2453 providing the authority is optional and not mandatory, local advisory boards could impose a fee on participants in the programs. (Attachment 2)

The Committee had questions and comments.

Amy Raymond testified on behalf of the Office of Judicial Administration in a neutral position of HB2453 asking that section (f) be clarified with statutory language that specifically states the amount of credit that may be earned would create consistency across the state or grants authority to an entity or entities to determine the amount of credit. (Attachment 3)

The Committee had questions and comments.

Representative Becker asked the Revisor if any other statutes gave a monetary value to community service hours.

Chairperson Jennings called for final questions from the Committee and then closed the hearing.
