Allowing golf carts to be driven on certain streets at night.

Chairman Proehl opened the hearing on HB2486.  Staff briefed the Committee on the proposed changes.  The Chairman recognized Representative Adam Smith who spoke on behalf of HB2486. Representative Smith introduced Mick Moore, Atwood, KS.  Mr. Moore stated his reasons for wanting this law amended to include the statement, "unless equipped with lights as required by law for motorcycles." 

Representative Smith then introduced Rich Pinalto. (Attachment 1) According to Mr. Pinalto, Kansas is one of the 16 states that allow daytime golf cart use on roadways. Mr. Pinalto stated that previously Atwood had allowed the golf carts on the streets but due to some abuses the city established an ordinance against it. Mr. Pinalto said the local jurisdictions will make final decisions-that this change in the law would give the local jurisdictions the right to allow the golf carts on the streets. He said the amendment to this bill would put them back in compliance with state law.  Mr. Pinalto provided the Committee with the regulations of all the states and how the various states address the use of golf carts.

After all questions were answered the Chairman closed the hearing on HB2486.

The Chairman drew the Committee's attention to the Minutes of the House Transportation Committee for meetings on January 16, 17, 18, 23 and 24, 2018, which had previously been forwarded to the members.  Representative Lusker moved approval of the Minutes, seconded by Representative Victors.  The motion carried.

ANNOUNCEMENTS

Chairman Proehl announced that the next meeting would be on Thursday, February 1, 2018.
