Natalie Scott gave an overview of HB2565.

Executive Director Scott Schultz testified on behalf of the Kansas Sentencing Commission in support of HB2565 stating first, due to the registry the state has unintentionally become an online shopping portal for methamphetamine and other drugs; and second publicizing the whereabouts of former drug offenders after they are released from prison could put them at risk. (Attachment 1)

The Committee had questions and comments.

Jennifer Roth testified on behalf of the Kansas Association of Criminal Defense Lawyers in support of HB2565 expressing concerns about the Kansas Offender Registration Act (KORA). (Attachment 2)

Written only testimony was submitted by Secretary Joe Norwood on behalf of the Kansas Department of Corrections in a neutral position of HB2565. (Attachment 3)

Ed Klumpp testified on behalf of the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association in opposition of HB2565 asserting they believe the Drug Offender Registration has value to the people in our communities. (Attachment 4)

The Committee had questions and comments.

Greg Smith testified on behalf of the Johnson County Sheriff's Office in opposition of HB2565 stating the Kansas Offender Registration Act exists to enhance public safety in providing information regarding convicted offenders. (Attachment 5)

The Committee had questions and comments.

Chairperson Jennings asked Robert Gallimore with the Legislative Research Department to provide answers from the Kansas Bureau of Investigation for a metered count of registry hits (Attachment 6) and from the Kansas Department of Corrections rate of recidivism from those on all the Offender Registries (Attachment 7).

Chairperson Jennings called for final questions from the Committee and then closed the hearing.
