Matt Sterling explained that the proposed changes would set new energy efficiency savings goals for demand-side programs for electric power and natural gas utilities. (Attachment 1) 

Marty Kushler recommended that states pursue a comprehensive package of policies for utility energy efficiency, including Energy Resource Standard (EERS), performance incentives and true symmetrical revenue decoupling. (Attachment 2) 

Rabbi Moti Rieber commended the bill because he felt it would direct the Kansas Corporation Commission KCC to allow natural gas and electric utilities to implement programs to help their customers to save energy beginning 2019.            (Attachment 3)     

Dorothy Barnett laid out what she stated was a meaningful response to concerns about climate changes and the need for Kansas to become more competitive on a cents per killowatt-hour basis with surrounding states. (Attachment 4) 

Zack Pistora explained why energy efficiency is so important and encouraged State of Kansas and its utilities to provide more demand-side programs.   (Attachment 5)  

Seeing no more proponent testimony on the bill Chairman Olson called for any neutral testimony.
