Chairperson Schmidt opened the hearing on SB311. Scott Abbott, Staff Revisor gave an overview of the bill.

Questions were taken from committee members.

C. David Johnston testified as a proponent of SB311. He stated that EMS providers are already mandated reporters for child abuse and neglect in Kansas and the addition of EMS providers into mandated reporting for adults would bring Kansas law in line with the surrounding states. (Attachment 9)

Kathy Armstrong gave testimony supporting SB311. She stated that mandated reporting statutes serve as a reminder to professionals the important role they play in assisting to protect vulnerable adults.(Attachment 10)

Written only proponent testimony was submitted by Ernest Kutzley, AARP. (Attachment 11)

Joseph House, Kansas Board of Emergency Medical Services submitted written only proponent testimony. (Attachment 12)
