Minutes for SB259 - Committee on Education

Eliminating the cost estimate of special education services from the performance audit of a reasonable estimate of the cost of providing educational opportunities for every public school student.

Chairperson Baumgardner called the meeting to order.

Tamera Lawrence, Office of the Revisor of Statute, gave a brief overview of SB259

Senator Bollier asked if the Legislative Post Audit Committee requested the introduction of this bill. 

Justin Stowe, Legislative Post Audit (LPA), responded that they had, and he discussed why the LPA Committee requested the bill.  He presented information as outlined in the memorandum he provided to the Committee.  The memorandum went over background information and provisions of SB259.(Attachment 1)

Senator Taylor asked for clarifications and a discussion ensued.  Senator Alley asked about the nine required audits.  Mr. Stowe responded that they were the K-12 transportation funding, next would be this cost study function, a specific look at virtual school programs in Kansas and other states, and a handful of others, and he stated he can get a list to the Committee if they wished.  Senator Alley questioned if the audits done in the past contained audits from one small school district, one medium, and one large school.  Mr. Stowe stated that was correct, but the current audits replace those.  Senator Alley asked the average cost of an audit.  Mr. Stowe stated that the estimated average audit cost is around $200-250,000 per audit, noting this is just an estimate.
