Chairperson Bowers opened the hearing on SB313. Mike Heim, staff revisor, provided a briefing on the bill. Questions from the Committee were addressed by staff and Senator Goddard who introduced the bill.
Michael Johnston testified in support of SB313. Mr. Johnston stated the bill lets the Board of Authority incur debt in whatever means is prudent at the time based upon their judgment, and it makes it clear that Labette County taxpayers or the state is not obligated in any way in the event some future distress could occur. (Attachment 1)
Mr. Johnston and Daniel Mann, CEO, Great Plains Development Authority, addressed comments and questions from the Committee. Mr. Mann provided a redevelopment district map and statement as a follow-up to the meeting. (Attachment 2)
Senator Goddard provided follow-up information on the bill. No written testimony was provided.
