Chair Hoffman opened the hearing on SB414 at 4:08pm.

Kyle Hamilton, Assistant Revisor, Office of The Revisor of Statutes, provided an overview of SB414 and the statutes that it affects.  (Attachment 9)

PROPONENTS

Susan Metzger, Assistant Secretary, Kansas Department of Agriculture, appeared before the Committee in support of SB414.  (Attachment 10)   This bill makes changes to the repackaging portion of the Kansas Egg Law.  We have heard from egg retailers that the repackaging requirements are burdensome and could be dramatically improved with a few small changes.  The primary concern is that, under current law, retailers can't repackage eggs without having to downgrade them to Grade B automatically.  We do not see a food safety concern with maintaining the Grade A rating for eggs even though they have been repackaged, but we do believe there are some specific requirements that should be added in regulation if SB414 were to pass.

Ms Metzger stood for questions from the Committee.

There were no opponents/neutrals of SB414.

The hearing on SB414 was closed at 4:13pm.

There were several additional questions from the Committee concerning Ground Water Local Enhanced Management Areas (LEMAs).  Ms Metzger made comments and answered questions from the Committee.

The Chair adjourned the meeting at 4:18pm.
