Senator Estes opened the floor for action on HB2042.

Matt Sterling , Kansas Revisor of Statues, gave a brief reminder overview to the committee regarding HB2042.

Questions were asked by Senator: Oletha Faust-Goudeau, and Ty Masterson.

Senator Ty Masterson moved to amend HB2042 to remove all of the house committee of the whole amendments and return to the bill originally submitted to the house chamber, seconded by Senator Rob Olson. Motion carried.

Senator Lynn Rogers moved to amend HB2042 "to ban bump stocks or any device for a weapon that increases the rate of fire achievable with such weapon by using energy from the recoil of such weapon to generate a reciprocating action that facilitates repeated activation of the trigger", seconded by Senator Oletha Faust-Goudeau. (Attachment 10)

Discussion ensued by Senators: Ty Masterson, Bruce Givens, Rob Olson, Lynn Rogers, Oletha Faust-Goudeau, and Richard Hilderbrand.

Senator Lynn Rogers withdrew his amendment.

Senator Ty Masterson moved to pass HB2042 as amended, seconded by Senator Rob Olson. Motion passed.

Action on HB2042 was closed.

Chair Bud Estes adjourned the meeting at 11:50 am.
