David Wiese, staff revisor, reviewed the bill and answered questions from Committee members.

Chairperson Kelly opened the hearing on HB2698.

Vice-Chairperson Powell presided over the meeting when Chairperson Kelly stepped away for a brief while. 

Melinda Lewis testified in favor of HB2698  (Attachment 1) saying that the bill would create the Kansas Children's Savings Account program (CSA) to help families and children begin planning early for college. Professor Lewis said research shows that CSAs improve early social/emotional development, increase parental/student educational expectations, increase the likelihood of students to envision themselves as headed for college, improve academic achievement in early schooling and improve post-college financial health and return on degree. Professor Lewis addressed questions from Committee members.

Scott Gates provided neutral testimony (Attachment 2) and addressed questions from Committee members.

There being no further conferees, Vice-Chairperson Powell closed the hearing on HB2698.
