Chairperson Bowers reconvened the hearing on HB2506 for the opponents and neutrals. 

John Todd testified in opposition to HB2506.  Mr. Todd indicated the problem he has with this bill is it allows a select person to come in and take the property with a lack of paying any compensation.  Mr. Todd stated it is not protecting the private property rights that are guaranteed by our Constitution.  Mr. Todd concluded by stating there is a private sector solution to even the houses that are being bulldozed. (Attachment 1)

Patrick DeLapp testified in opposition to HB2506 stating he doesn't like this bill for several reasons.  Mr. DeLapp presented and explained the reasons he is opposed to the bill.  Mr. DeLapp next presented and described four alternative programs that could be done.  Mr. DeLapp concluded indicating he doesn't see a reason for having this bill, but if we have to have it, open it up to everybody not just non-profits. (Attachment 2)

Mr. Todd and Mr. DeLapp addressed questions from the Committee.
