Minutes for HB2616 - Committee on Taxation

Short Title

Providing for a 3.25% sales tax rate on food and food ingredients.

Scott Wells, Senior Assistant Revisor provided an overview on HB2616 stating the bill would decrease the sales tax rate on food and food ingredients beginning July 1, 2018 to 3.25 percent.  The lower rates would not apply to alcoholic beverages, candy, soft drinks, food sold in vending machines, dietary supplement, tobacco and prepared food sold without eating utensils.  Mr. Wells stood for questions from the Committee.

Kathleen Smith, Department of Revenue provided an overview on the fiscal note for HB2616 noting the bill would decrease state revenues by $194.7 million and is estimated to decrease the State General Fund by $163.3 million in FY2019. 

Representative Tim Hodge testified as a proponent to HB2616 stating the bill would reduce the sales tax on food from 6.5 percent to 3.25 percent.  Mr. Hodge stood for questions from the Committee (Attachment 1)  (Attachment 2).

Dave Trabert, Kansas Policy Institute testified as a proponent HB2616 noting they support reducing the sales tax on food but fear that doing so will result in a tax burden shift (Attachment 3).  Mr. Trabert stood for questions from the Committee.
