Chairperson McGinn opened the hearing on Substitute for HB 2359.  Jill Wolters provided an overview of the bill.  (Attachment 1)

Representative Jeff Pittman spoke in support of the bill.  While this bill doesn't go far enough, it does lay the groundwork for improved cybersecurity.  It defines what is personal information across agencies and it defines roles more specifically.  The bill also makes administrative heads responsible for their own security and gives authority for background checks for those handling secure information.  Representative Pittman responded to questions from Committee members.  (Attachment 2)

Jeff Maxon testified as a proponent of the bill on behalf of Rod Blunt.  This bill does many things such as defines agency responsibilities, improves central visibility for cybersecurity and allows for background investigations.  This is an important step toward implementing several measures needed to improve cybersecurity.  (Attachment 3)

Written testimony in support of the bill was submitted by Ed Klumpp, Kansas Association of Chiefs of Police, Kansas Sheriffs Association and Kansas Peace Officers Association  (Attachment 4)

Written testimony in opposition to the bill was submitted by Major General Lee Tafanelli, Adjutant General  (Attachment 5)

Written testimony neutral to the bill was submitted by Alan Conroy, Executive Director, Kansas Public Employees Retirement System  (Attachment 6)
