Chairperson Sutton opened the hearing on HB2785.

Zach Fridell, Assistant explained HB2785 addresses changing the length of disqualification of unemployment benefits.

Representative Burroughs stated that he was the person who sponsored the bill.

Chairperson Sutton called for testimony, there was no proponents and neutral only opponents.

Secretary Lana Gordon testified that the current length of disqualification has allowed them to find more fraud cases.  She stated that there had been 22 million cases of fraud collected since 2011 (Attachment 1).

Phillip M. Hayes testified that the 5 year disqualification time helped deter false statements or knowingly make a false claim for unemployment benefits (Attachment 2).

Kristi Brown had sent written only testimony but wished to give it orally.  She testified that the Kansas Chamber of Commerce's core focus is to represents the business community regarding legislative actions impacting them.  By controlling the fraud cases for unemployment benefits, it has helped create a healthy unemployment benefits trust fund balance (Attachment 3).

Discussion followed. Chairperson Sutton closed the hearing on HB2785.
