Short Title

Providing sales tax authority for Wabaunsee county.

Adam Siebers, Assistant Revisor, provided an overview on HB2160 stating Wabaunsee County currently has a 0.5 percent sales tax authority that will expire in 2022.  The 0.5 percent  sales tax authority provides financing for the cost of bridges. roadway construction, and improvements.  HB2160 allows for another election to re-enact the sales tax for a period not to exceed 15 years.  

Representative Highland, 51st District, testified in support of HB2160 stating the bill gives Wabaunsee County the authority to hold an election to extend the 0.5 percent sales tax for road and bridge maintenance and repair (Attachment 2).

Jay Hall, Kansas Association of Counties testified in support of HB2160 stating the importance of the bill would allow an election for Wabaunsee county to extend the 0.5 percent sales tax for roads and bridges which are very important to the community.  He stated 93.0 percent of Kansas roads are locals roads including approximately 115,000 miles of county roads.  The money raised from the sales tax would go directly to fund the roads and local bridges.  Mr. Hall stated the Transportation Task Force recognizes the importance of expansion projects which are tied to economic development.  (Attachment 3).

Joel Fager, Wabaunsee, County Commissioner District 1, testified in support of HB2160 stating in 2018  the taxes provided $279,457. in revenue to Wabaunsee County.  He noted the infrastructure maintenance is becoming more of a challenge as the cost of bridges seem to be outpacing other government costs in terms of growth (Attachment 4).
