Exempting motor vehicle odometer reading recording requirements when such recording requirements are exempted by federal law.

The Chair opened the hearing on SB306.

Staff Adam Siebers briefed the Committee on the bill. He explained that current statute allows a vehicle title to be transferred without recording the odometer reading if the vehicle age exceeds ten years.  The bill will change that exemption and essentially mirror federal regulations.

Ms. Phelps returned to further comment on the bill.  She said that, starting January 1, 2021, federal law will raise the requirement for disclosing the odometer reading at title transfer from 10 years to 20 years.  The bill will allow Kansas law to sync with federal requirements (Attachment 2).

There being no other proponents and no opponents, the Chair closed the hearing on SB306.

The meeting was adjourned at 8:49 a.m.  The next meeting is scheduled for Monday, February 10, 2020.
