Natalie Scott gave an overview of HB2470.

Executive Director Scott Schultz on behalf of the Kansas Sentencing Commission testified in support of HB2470. He stated transfers under this proposal are not mandatory and all parties, the receiving and sending jurisdictions must agree to transfer jurisdiction. (Attachment 2)

Ed Klumpp on behalf of Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association testified in opposition of HB2470. He testified in place of Sheriff Bill Carr who was unable to attend the hearing. He stated suggested changes in Section 1 ( C ) line 22. see the changing of the word "may" to "Shall". He also stated they  feel it be best served for all parties involved if someone is to leave the judicial jurisdiction for whatever reason complete authority should be granted to the courtesy agency. (Attachment 3)

The Committee had questions and comments.

Dr. Stuart Little on behalf of Kansas Community Corrections Association testified in a neutral position of HB2470. He stated the bill would also permit the transfer of supervision of offenders in a drug treatment program to another court while having the option of retaining or transferring jurisdiction to the receiving court.  (Attachment 4)

Chairperson Jennings called for final questions from the Committee and then closed the hearing.
