Increasing the age for eligibility to renew drivers' licenses online to 65.

The Chairperson called the meeting to order at 8:32 a.m. and opened the hearing on SB326.
Staff Adam Siebers provided a briefing on the bill. Noting that current law allows individuals from ages 21 to less than 50 to renew their driver's licenses online, he stated that the bill would extend online renewal of a driver's license to individuals that are less than 65 years of age.
Kent Selk, Driver Services Manager, Division of Vehicles, Kansas Department of Revenue, testified as a proponent for the bill (Attachment 1). He reported that the agency has been considering changes in online renewals for two years; the present bill mirrors the current statute except for the change in age from less than 50 to less than 65 years of age. In collaboration with the Kansas Optometry Association, the same vision requirement will be referenced for online renewals.
Mr. Selk responded to members' questions:
- If a person has a passport, he/she would not need a REAL ID driver's license.
- A person is allowed to renew online once. For the next renewal the person must appear in person to renew a driver's license.
