Minutes for SB316 - Committee on Transportation

Short Title

Providing for the together as one foundation license plate.

The Chair opened the hearing on SB316.   Staff Adam Siebers explained the similarity of this bill; he indicated a distinctive license plate would be issued allowing the Together As One Foundation to have their logo affixed to license plates. When royalty payment of $25, but no more than $100 for each license plate occurs, annual royalty payments to county treasurers would be remitted to the State Treasurer and credited to the Together As One Foundation Royalty Fund.

The Chair welcomed James Brown, founder of the organization, Together As One Foundation (TAO).  Mr. Brown described the organization as one that helps provide financial assistance for non-profit causes.  He said TAO works exclusively with charitable, religious, educational and scientific entities to raise revenue for donations to various charities.  His description of the license plate alluded to a common theme of strength and heritage found in representing the state of Kansas (Attachment 2). 

The Chair closed the hearing on SB316.

The Chair requested consideration of SB305Senator Braun offered a technical amendment to the bill, which was requested by the revisor.  It was seconded by Senator Pettey.  Senator Hawk moved to pass the bill as amended. It was seconded by Senator Braun. The motion passed as amended.

The Chair requested consideration of SB342Senator Tyson moved to amend the bill to specify a person could revoke authorization to receive e-mail notification at any time and to require the Division to then mail notices to that person.  The amendment was accepted.  Senator Goddard moved and Senator Masterson seconded the motion to pass SB 342 as amended.   The bill passed favorably as amended.

The Chair called for consideration of SB326Senator Pettey moved to pass the bill and place it on the Consent Calendar; Senator Hildebrand seconded the motion. The motion passed.

Continuing members' work, the Chair requested consideration of SB302Senator Pettey moved to pass SB302 to be placed on the Consent Calendar; Senator Braun seconded the motion.  The motion passed unanimously and will be placed on the consent calendar.

There being no further business, the meeting was adjourned at 9:18 a.m.  The next meeting is scheduled for February 13, 2020.
