Minutes for SB366 - Committee on Commerce

Expanding the expedited occupational licensure provisions for military servicemembers and spouses to all license applicants.

Chairperson Lynn opened deliberations on SB 366.

Senator Suellentrop requested Assistant Revisor Charles Reimer to provide an overview of a proposed amendment to the bill.  (Attachment 1)

Senator Suellentrop moved, seconded by Senator Baumgardner, to adopt the amendment.

Senator Sykes asked if Senator Suellentrop would consider adding the word "business"  after "15" when referring to the 15 day time frame so it would read "15 business days" rather than "15 days."  Senator Suellentrop responded he would prefer to leave the wording as presented in the proposed amendment.  If an agency feels an application does not meet qualifications, the agency can request additional information and reset the time frame for completion.  

Senator Baumgardner noted the 15 day period is from the date a complete application was submitted.  

Senator Rucker asked if these changes were made to the House version of this bill.  Senator Suellentrop responded affirmatively and said the bill has passed out of the House Committee on Commerce, Labor and Economic Development. 

Senator Baumgardner asked for clarification as to whether or not the parties who originally objected to the bill were now on board with the revisions that have been made to the bill in the proposed amendment.  Senator Suellentrop responded he had worked with the different groups and everyone has moved primarily to a support position, with the exception of a few of the neutral conferees.

Chairperson Lynn recognized Larry Karns, Kansas State Board of Technical Professions, who stated his concern with the 15 day time frame.  

Senator Suellentrop made a substitute motion, seconded by Senator Baumgardner, to remove the language of SB 366 and insert the language of the proposed amendment to SB 366.  The motion carried.

Senator Holland moved, seconded by Senator Suellentrop, to further amend SB 366.  The motion carried.  (Attachment 2)

Senator Suellentrop moved, seconded by Senator Doll, to pass Senate Substitute for SB 366.  The motion carried.
