Senator Petersen offered an agreed upon amendment followed by questions. (Attachment 1) Senator Petersen moved his amendment. Senator Suellentrop seconded. Senator Francisco made a substitute motion. No one seconded. The amendment was adopted.
Senator Olson offered an amendment seconded by Senator Hardy. Discussion followed. Senator Francisco offered a Substitute motion seconded by Senator Petersen. The Substitute motion prevailed.

Senator Petersen made a motion to pass out of committee as amended, seconded by Senator Suellentrop. Motion to passed as amended.
