Minutes for SCR1614 - Committee on Agriculture

Short Title

Supporting Kansas farmers in the Rattlesnake Creek subbasin in their ongoing effort to protect their water rights and livelihood through a collaborative solution to the region's water impairment issue.

Chair Highland opened the hearing on SCR1614 at 4:09pm.

Kyle Hamilton, Assistant Revisor, Office of The Revisor of Statutes, provided an overview of SCR1614(Attachment 2)

Written Only Proponent testimony was received from:

  • Josh Roe, VP Market Development & Public Policy, Kansas Corn Growers Association  (Attachment 4)
  • Randy E. Stookey, KGFA, KARA, KCC, KSA, KGSPA, Renew Kansas, & Kansas Wheat  (Attachment 5)
  • Nick Krehbiel, Chief Operations Officer, Kanza Coop, Iuka KS  (Attachment 6)
  • Kent Askren, Kansas Farm Bureau  (Attachment 7)

There were no Opponents or Neutrals of SCR1614.

The hearing on SCR1614 was closed at 4:18pm.

The Chair asked if there was any objections to suspending the rules and take action on SCR1614

Representative Carlin moved to suspend the rules and take action on SCR1614.  Representative Smith seconded the motion.  The motion passed on a unanimous vote.

Representative Orr moved to favorably pass SCR1614 and that since it is uncontroversial in nature be placed on the Consent Calendar. Representative Thompson seconded the motion.   The motion passed on a voice vote.

 

The Chair asked for a motion to take action on HB2437 - Prohibiting the use of identifiable meat terms on labels or in advertisements of meat analogs without either an accompanying disclaimer that the product does not contain meat or the inclusion of the word “imitation” before the name of the meat food product being imitated

Representative Smith moved to take action on HB2437 as amended.  Representative Carlin seconded the motion.  The motion passed on a voice vote.

Representative Smith moved to favorably pass HB2437 as amended. Representative Carlin seconded the motion.  The motion passed on a voice vote.

 

The Chair adjourned the meeting at 4:30pm.
