Natalie Scott gave an overview of SB45.

The Committee had questions and comments. Chairperson Jennings asked Natalie Scott of the Revisor of Statutes and Jordan Milholland of the Kansas Legislative Research Department to create a table of persons effected by the current statute and the persons effected by SB45.

John Goodyear testified in support of SB45 on behalf of the League of Kansas Municipalities. He stated SB45 takes that heightened risk into account and seeks to minimize it by increasing penalties to those that cause harm to those workers seeking to make our communities safer. (Attachment 1)

The Committee had questions and comments.

Greg Smith testified in support of SB45 on behalf of the Johnson County Sheriff's Office. He stated the bill is about justice for the men and women who put on their uniform every day or every night, go to work to help their fellow man, and don't come home. (Attachment 2)

Sheriff Calvin Hayden testified in support of SB45 on behalf of the Johnson County Sheriff's Office. His testimony was the same as Greg Smith's of the Johnson County Sheriff's Office.

The Committee had questions and comments.

Written only testimony in support of SB45 was submitted by:

  • Ed Klumpp, Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association (Attachment 3)
  • Mik Shanks, Kansas State Lodge Fraternal Order of Police (Attachment 4)

Senator David Haley testified in opposition of SB45. He stated Kansas cannot afford the increase of bed space in the correctional facilities. (Attachment 5)

The Committee had questions and comments.

Chairperson Jennings called for final questions from the Committee and then closed the hearing.

Chairperson Jennings adjourned the meeting.
