76-157. Readers for blind persons. Whenever a blind person has been an actual resident of the state for one year next preceding, and a student in actual attendance at a community junior college in the state or at a college, university, technical or professional school located in this state, and authorized by law to grant degrees, other than an institution established for the regular instruction of the blind, and such student shall be designated by the secretary for children and families as a fit person to receive and as one who ought to receive the aid hereinafter provided for, the secretary shall employ persons to read to such student from textbooks and pamphlets used by such student in the student's studies at such college, university, or school.
