Allowing the chief justice to suspend certain time limitations during a state of local disaster emergency, allowing suspension of verification requirements, allowing use of electronic audio-visual communication to expeditiously resolve cases, and extending the chief justice's authority to suspend time limitations until June 1, 2022.

Chairperson Patton opened the hearing on HB2227.  Natalie Scott provided an overview of the bill. (Attachment 1) Ms. Scott stood for questions.

Shawn Jurgensen testified in support of HB2227(Attachment 2) Mr. Jugensen stated the changes in HB2227 would provide the judicial branch greater flexibility in responding to the present emergency due to COVID-19, regardless of whether it varies by locality. This flexibility allows the judicial branch to maintain its present continuity of operations during the COVID-19 pandemic. Mr. Jugensen has explained the details of these changes and their impact in his attached written testimony.

Joe Molina appeared on behalf of the Kansas Bar Association in support of HB2227(Attachment 3) Mr. Molina stated allowing the chief justice to suspend certain time limitations during a state of local disaster emergency, allowing suspension of verification requirements, allowing use of electronic audio-visual communication to expeditiously resolve cases, and extending the chief justice's authority to suspend time limitations until June 1, 2022.

Both proponents stood for questions from the membership.
