Short Title

Modifying the eligibility requirements for restricted driving privileges, increasing the age for eligibility to renew drivers' licenses online to 65 and allowing drivers' license renewal notices to be sent electronically.

Chairperson Petersen called the meeting to order and opened the hearing on SB127. 

Assistant Revisor Adam Siebers briefed Committee members by explaining the bill will increase the eligible age for online license renewal and approve electronic notices on expiring licenses; a disqualifier for obtaining restricted driving privileges is removed.  He highlighted three sections of the bill (Attachment 1).

Kent Selk, speaking as a proponent of the bill, noted the primary purpose of the bill would increase the age of individuals renewing online from age 21-50 to age 21-64. The inclusion of commercial driver license renewals would be available online and include requirement of a current medical card and proof of Truckers Against Trafficking Training (Attachment 2).

Lacey Black, a proponent of SB127, commented that the removal of wording from KSA 8-2110 would allow more drivers to be approved for restricted driving privileges, a change that would allow the division to accept application and start the 90-day suspension, then approve restricted privileges once the suspension is completed. At present, 650 individuals would be eligible for a restricted license if the bill were to be passed.(Attachment 3).
