Short Title

Enacting the psychology interjurisdictional compact to provide for interjurisdictional authorization to practice telepsychology and temporary in-person, face-to-face psychology.

David Fye, Executive Director, Behavioral Sciences Regulatory Board (BSRB), provided testimony in opposition to HB2209. The BSRB is charged to protect the consumers of services offered by BSRB licensees, including Licensed Psychologists. While appreciating the need to increase the availability of mental health services, particularly in rural areas, the Board has concerns. A list of the concerns was provided. As a result of the concerns, the Board feels that HB2209 does not adequately protect consumers of psychological service in Kansas. The Board feels the bill represents a potential threat to vulnerable Kansans and may limit the regulatory function of the BSRB for out-of-state providers. Mr. Fye asked that the committee table the bill until the sponsors of the bill, the BSRB and the Licensed Psychology Advisory Committee can craft a bill that meets the objectives of the sponsor (Attachment 5).

Mr. Fye responded to questions from the committee.
