Minutes for HB2296 - Committee on Transportation

Short Title

Permitting the secretary of transportation to contract with the Kansas turnpike authority to enforce toll payments and permitting the secretary of transportation to use tolls to support public transit and other improvements on a toll project.

Revisor staff briefed the Committee on the bill contents. (Attachment 8)

The Chairman recognized  KDOT Secretary Julie Lorenz.  (Attachment 9)  She said the tolling legislation which passed in the 2019 session grants new authority to KDOT to develop toll projects in Kansas.  This bill would give the Secretary of Transportation authority to contract with the Kansas Turnpike Authority for tolling.  Secondly, this bill allows money collected from tolls to support public transit or other transportation improvements on that specific corridor to keep traffic moving smoothly.

The Chairman drew the Committee's attention to written testimony in support of HB2296 from Joshua Powers, Johnson County Government.  (Attachment 10)

Chairman Proehl recognized Tom Whitaker who said their association was in opposition to this bill. (Attachment 11)   He said their members and the highway transportation industry represent a large portion of the highway user fees paid to both the State of Kansas and the federal government.  He listed several concerns they have. He concluded by saying that the KMCA would not oppose the bill if language concerning public transit was removed.

There were no other proponents, opponents or neutrals so the Chairman closed the hearing on HB2296 and opened the hearing on HB2247.
