Chair Jennings opened the hearing on HB2360.

Natalie Scott, Assistant Revisor, gave an overview of HB2360 and stood for questions. (Attachment 5)

Scott Schultz, Executive Director, Kansas Sentencing Commission, submitted a HB2360 Prison Bed Impact Assessment for Committee review. (Attachment 6)

Clayton Perkins testified in support of HB2360 and the removal of the "reckless" provision from the criminal threat statute.  Still of concern is the criminal threat statute penalty is disproportionate with other offenses stating, for example, threatening to punch someone could be a harsher penalty than doing it. (Attachment 7) Questions from the Committee were addressed.

There was no opponent or neutral testimony.

Chairperson Jennings called for final questions from the Committee.
