Minutes for HB2355 - Committee on Elections

Short Title

Clarifying four election statutes dealing with bond law elections, county election commissioners, deleting the requirement of residing in the county and mail ballots clarification.

Chairperson Carpenter opened the hearing on HB2355 and recognized Revisor Heim to give an overview of the bill.  Revisor Heim responded to questions from the Committee.  Chairperson Carpenter thanked the Revisor for his comments.

Clay Barker, Deputy Assistant Secretary of State, Assistant General Counsel, was introduced by Chairperson Carpenter.  Mr. Barker gave proponent testimony (Attachment 9) and addressed questions from the Committee.

Additionally, Rick Piepho, Chair, Kansas County Clerks and Election Officials Association gave proponent testimony (Attachment 10) on HB2355.  There were no questions.

Chairperson Carpenter thanked the conferees for their testimony.

Written-only proponent testimony was received from Davis Hammet, Loud Light Civic Action. (Attachment 11)

There was no opponent or neutral testimony on this bill and Chairperson Carpenter closed the hearing on HB2355.

Chairperson Carpenter asked what the will of the Committee was in regard to working HB2355 today and recognized Representative Bergquist.  Representative Bergquist moved, seconded by Representative Pat Proctor to suspend the 24 hour rule.  Motion passed.

Representative Bergquist moved, seconded by Representative Michael Dodson, to pass out HB2355 to be placed on the Consent Calendar.  Chairperson Carpenter called for discussion on the bill and after comments were made, Representative Bergquist closed on his motion.  Motion passed.
