Chairperson Billinger opened the hearing on HB 2214.  Jill Wolters, Office of the Revisor of Statutes, provided an overview of the bill and responded to questions from Committee members.  (Attachment 1)

Representative Susan Concannon, 107th District, testified in support of the bill, which would authorize the transfer of state property to the City of Beloit.  All parties thought this transfer had already occurred in 2010, however, it was recently discovered there had been an omission and this small parcel was not transferred.  Beloit would like to continue with planned improvements to the sports complex.  (Attachment 2)

Jason Rabe, City Manager of Beloit, spoke in favor of the bill.  Beloit redeveloped and repurposed property that had been part of the Beloit Juvenile Correctional Facility and intended to further develop the sports complex part when they discovered a portion of the land still belonged to the State.  This bill would transfer a 6.38 tract so they can proceed.  Mr. Rabe responded to questions from Committee members.  (Attachment 3)

Katie Schroeder, Beloit City Attorney, stood as a proponent of the bill and discussed the history of the land transfers associated with this parcel.  The property has been surveyed and all expenses associated with the transfer would be paid by the city.  (Attachment 4)

There being no further conferees, Chairperson Billinger closed the hearing on HB 2214.
